Sometimes they fly in loops with gear out and flaps extended to use fuel to get weight out of the wings before they land.

They put more fuel in the planes than they can actually land with. If they don't use it up or eject the fuel it can cause a crash landing. That's my guess

Someone has not put their phone on airplane mode, the plane senses this and fears that a predator is nearby and does not dare to land. planes who have young are extra sensitive to this and will never land if they sense a predator, the airport personnel is most likely trying to show the plane that the ground is safe. But it’s not an easy job.

Mostly because 2 reasons: Waiting slot, free lane, etc or the airplane is too heavy to land and its twrowing fuel away to become lighter. Not a captain, cant fly away.
