Tempered safety glass. It's designed to shatter like that so it doesn't cause deep cuts in the event of an accident. It's really strong on the surface too. It's very vulnerable to shock to it's crystalline structure. Even sudden temperature drop is enough to shatter it if you do it right.

it's actually very simple: angle grinder is cutting implement which uses friction of it's grinding wheel to cut. side effect of such cutting is very high heat. cooling from such heat rapidly by pouring cold water over affected area causes induction of imennse stresses ath the area, which shatter the glass. please also note, car side windows are made from special glass which shatters easily into myriad of blunt pieces (so you can leave car by window without cutting yurself), and the method may not be applicable with house window pane.
