That penguin king is actually a young King Dedede. After his defeat by Bowser, he travels to Popstar and builds a new kingdom. Now with Waddle Dees as his subjects, he's itching to get his revenge.
In France we have the same voice actor for Pikachu movie and for Mario trailer (maybe it will change for Mario movie because dubbing studios have a shit policy about star talents)
