A quick development from birth due to high risk "surroundings" impairs the ability to develop a vast variety of skills and lower the general intellect of a being.
On the opposite side a slow and progressive development grants the ability to potentially learn a vast plethora of skills and develop an advanced and sophisticated intellect.

A quick lesson in evolution theory will teach you that we evolve this way in order to leave room for our brain to develop. You only have a limited supply of 'energy'. Animals mainly use this for physical development. Humans for 'intellectual'.

It's why most human parent have such a strong emotional bond with and get so much pleasure from their children if they don't abort them or fuck up their own brain physiology with drugs.

which is specifically the reason why we are the dominant species. without an instinctual preset of guidelines we develop under exposure to out surroundings from a very early stage of development onward. Our guidelines are cultural and thus flexible. You might say being born prematurely is the source of human intelligence (.. if you want to call it that).
