But yeah, sometimes asking politely for someone to change his habits and benefits on something he knew was morally wrong for decades but still kept going might not be the brightest idea for a government. A good "prices fixed by the government" could have been better.
But hey, governments are not against companies or individuals, they are against practices. So in a way, the question was also quite provocative.
