On one hand, yes that's the plan - Keep the working class poor and let them waste a lot of time and money. Someone who has to spend 10-12 hours per day on work, is too exhausted to get some silly ideas, like protesting working conditions.
On the other hand - Get another job and quit this shit. If you're not completely retarded, you can get some further education and land a job that's paying a lot more.
I used to work for Bank of America in San Antonio Tx and it seemed that they made an extra effort to place you the furthest away possible from where you lived.
