Benjamin Harrison is one of the few presidents that lost the popular vote but won the electoral college. One of the major issues that Harrison faced was Civil War pensions. Men were threatened with jail time if they didn’t serve in the Civil War but upon returning home they were denied benefits and pensions. This is an ongoing issue with government—start a war, but fuck them over when they come home with claims and benefits denials. Though the Civil War ended in 1865, veterans wouldn’t receive a pension or benefit until 1890, when congress passed the Dependent and Disability Pension Act. Grover Cleveland had previously vetoed any kind of pension for veterans. During Harrison’s administration, America built its first battleship, the USS Texas, and realized that expanding its military meant more spending for wars. Spending was so out of control that the federal government under Harrison earned the legislative branch the moniker, “the Billion Dollar Congress”.
