if i recall correctly it's a representation of an ancient machine to predict the weather using a hair or sth like that. It's easier to remember speaking italian because the words are pretty obvious.
No idea but judging by the boxes named "dry, variable, wind, beautiful, uncertain, windy, humid and rain" I'd say it has something to do witht the weather. Probably some weather forecast system as people mentioned.
