Bothers me too. My first PC had 64 MB of RAM and could run windows 98/me without issues. I still can't get over the fact that most software needs more than 1 GB of RAM, except for games or very complex tools. Even ugly graphical interfaces on Linux need more than 500mb.
Crash bandicoot developer basically hack the PlayStation firmware without Sony permission.this hack allowing them to use extra ram on the system to run the game. Because the allocated memory is not big enough to run the "3D" model for the game.
I get it, but it's a business decision.. simply because RAM is so cheap nowadays. It's way more expensive to pay software engineers to optimize software, it also adds more complexity in the code / architecture that it'll be harder to maintain, or even launch in the market - this delay is affecting profit and the overall success of the product as other companies will take the risk and start going before you.
