You'd need to look at the price of electricity per unit. How many Watts are you willing to give that will put your customer back on the road safely to make it to the next charging station. Are your call out vehicles electric or gas/diesel? Staff wages. Where you getting your electricity from? Licenses etc.
As a customer, I probably wouldn't sign up to pay for something monthly that I will probably only use one or twice a year (emergency). I'll definitely pay when I need it. What would I pay? No idea. What does AAA charge?
Not sure about other EVs, but Tesla let’s you plan a route with charging stations on the way. If you have a home charger, you wouldn’t really need a portable one. Unless you wanted to attempt to drive somewhere that a charger was not located. I would also consider the price for the portable charger and if you could get more than one charge from it. Because if you could get more than one charge and it wouldn’t take long to recharge the EV, then it would be worth the price to someone as an emergency kit item.
