The problem with housing is that the houses in your price range are away from your place of work. So, that's the "no" part.
You can change that to a yes if you settle for a lot of land in an "undersirable" place. Sometimes there are even homes there for an affordable price. To make that into your home you need to accept a long commute or not living there, pay for it and sell it to buy a nearer lot. It isn't easy and probably you will give up before getting your dream home, but that's the only way of making it possible.
Of course this depends on where you actually live and which country you are, but more or less the rules are the same everywhere.

Takes some time but let's say you're able to save 250€-500€ a month, you save up to 10-20k €, that takes few years and that's usually enough to get approved for a big enough of a loan that you can buy an apartment with. Then start all over, once you've paid for the apartment fully, you can use that as a backing for a bigger loan for a house.
After moving into the house you can rent your old apartment and basically pay off your loans with the rent money you get.
