I'd check if there was an underlying problem, maby they are looking for attention from their emotionally absent dad, and anger is preferred to nothing. Many the problem is psychological, and he should get some help instead of punishment. Many he has received horrible upbringing all his life and acted out because nobody said anything against it, in which case the dad is a horrible person, but this is the first step of many to undo what has been done.

I don’t know. This doesn’t seem cruel. It does teach that actions have consequences. I wonder if the dad had a conversation with his kid about the bullying and bad behavior.
